Electoral (TSE) compliance
Bandeira is built around Brazilian electoral law and the Superior Electoral Court (TSE) framework on online political communication. The platform is authorized coordinated amplification — not mass-disparo, not anonymous reach, not paid engagement.
What we are, what we are not
The TSE has consistently distinguished between (a)coordinated propagation with individual authorization and visible attribution and (b)mass-disparo / inauthentic networks. Bandeira is designed exclusively for category (a). Every supporter account is real and individually consented; every republish shows the origin; every action is in the audit log.
Modo Eleitoral (Election Mode)
When activated by the client, Election Mode applies the additional rules required during the official electoral calendar:
- Stricter daily caps and shorter blackout windows around pre-vote silence periods.
- Mandatory expense disclosure metadata on every republish (so client can declare aggregated cost in the official accountability filing).
- Hard block on publishing during the legally-mandated silence period (typically the day before and the day of voting).
- Audit log fields enriched with electoral candidate ID and district where applicable.
Cost declaration
Bandeira's recurring fee is itself a campaign expense. The platform exports a Modo Eleitoral usage report formatted to support the client's filing with the electoral court (gasto eleitoral). Every repost is countable; nothing is hidden "off-book".
What Bandeira blocks
- Anonymous reach. No anonymous accounts, no rented profiles. Every supporter signs the Supporter Agreement with CPF, email and phone verification.
- Paid engagement. No reach, likes or followers are purchased through the platform. Period.
- Disinformation amplification. Pre-publish AI filter flags electoral disinformation patterns; flagged items require explicit override with reason, logged.
- Silence-period breach. Election Mode refuses to publish during legally protected windows.
